SP2 Makes programs the use the internet quit with out error message

Ive installed SP2 twice and both times i restart and the
first thing i try to do is open internet explorer and it
just quits, no error message or anything. i then try to
run aol instant messanger and it quits. when i opened
windows explorer and tried to navigate to a webpage it
freezes. any program that tries to access the interent
also quits without an error message.
