I have a folder on my C drive which is named istsvc and in it is a
single file named istsvc.exe. Every so often Zone Alarm pops up and asks
if I want to let istsvc be a server. I always say no but I am wondering
what this file is. Thank you.

It is spyware. Adaware will get rid of it if you want. You can get a
free version at www.lavasoftusa.com

There are few programs that need to run as a "server" in Zone Alarm terms.
You are wise for saying no when not sure. That's a good move and
apparently it's an especially good move where this file is concerned:

Thanks to everyone. I use AdAware 6.0 and Zone Alarm and they were
picking up this thing. But after removing those entries in the Registry
I still could not get rid of the file and folder. I then checked
"Prefetch" and there was the problem. Once I removed the prefetch I
could remove the folder. It was just one of those little nuisances. :-)
