I keep getting an icon with a "~" description apperaing uninvited on the
desktop. Does anyone know why? Does not seem to do any harm and I just
delete it but it would be nice to know.

The file is a copy of your OE address book. It's safe to delete it. Its
appearance on the desktop is a side effect of one of the Windows
Updates. Microsoft is aware of the problem and it should be fixed in a
future update.
