Line number problems

I'm using word and I have my lines numbered. My lines
are double spaced, however, on the first page and a
couple lines of the 2nd page, my line numbers are both
single spaced and double spaced. So I end up with a
number on a line with no text. I cannot change it. I
tried page layout, line numbers, and it won't change.
any suggestions?
