Cannot access encrypted files after install and uninstall of SP2

Hi. After I installed then uninstalled SP2, I cant access my encrypted files.
It says that I am the owner, but when I try to decrypt them, it says 'Access
is denied'

How did you uninstall SP2? Did you reinstall XP? Also did you save
copies of the recovery agent key and certificate? If you reinstalled
windows and did not save copies then you have lost the data.
