Double click the clock.
On the Internet Time tab change it to
time.nist.gov

Are you using a third-party firewall? If so, configure a rule and allow
Internet Time updation.

Your date seems to be incorrect. Try changing your date to todays date.

Government time servers are not always in service, here is a
list
http://www.boulder.nist.gov/timefreq/service/time-servers.html
There are some nice third party time applications, AnalogX
has a free Atomic Time Sync at his site
www.analogx.com
And for a modest fee www.atomtime.com has AtomTime which is
a little fancier.
Either lets you update the time as often as you want, even
every few minutes.
