windows keeps restrating

when i start up my pc ,the computer starts loading then
stops & restarts as if i have just switched it on .
after the second restart a page comes up giving me the
opertuinity to start normally or start in last known good
setting any idears

What happened on this machine prior to this? Any new software or hardware
installed or updated? Can you boot the machine normally into safe mode?
