I have a file and a folder that cannot be deleted, even
though I created them and they are currently empty. I
get the following error message: "Cannot delete file or
folder because someone else or some other program is
using this file or folder."

BUT there is no other program using the file or folder
AND I also cannot change the name of the file or folder -
without getting a similiar message except that it
says "Cannot change the name of this file or folder
because..."

How can I fix this problem??

Hello ,

See:-

- http://support.microsoft.com/?kbid=298345
"Access Denied" Error Message When You Try to Delete a File

This behavior can occur if you do not have the
permissions necessary to delete the file under the NTFS
file system.
