Install Shield Error

[Error 1601]

every time I try and install this game i bought, Final
Fantasy 11 i get an error whihc says either in in safe
mode or there is something wrong with my windows install.
I dont know what to do. I would like to know if
reformatting would help. i was going to but now i cant
even find my code
