screensaver troubles

My father has a Dell 1.4mhz computer with Windows XP Home
edition, and last week he reformatted his harddrive, and
now he is having trouble with his screensaver. It
worked fine, but now tt does NOT come one, UNLESS he has
a program open, like IE or Word. He has changed the
time in minutes that the screensaver is set to come on,
but it still does not come on, as it just shows his
desktop view. HELP!!! Is there a way to make his
screensaver work properly again without him having to
open a program?????
