No, excel is no part of Windows. You will need to purchase it or Microsoft
Office to be able to use it.

No, Microsoft Excell is a separate product or part of the Microsoft Office
Suite.

Microsoft Excel is not part of the Windows XP operating system.
You have to purchase and install Excel separately. It is also included
when you purchase and install Microsoft Office.

Neither the Microsoft Office application suite, nor any of its
individual component applications (Word, Excel, PowerPoint, Access,
Outlook, etc.), have _ever_ been "part" of *any* Windows operating
system. They are, and always have been, separate applications, that
must be purchased and installed separately.
