i am new to windows xp. The bug is that the menu bar,
which usually sits on the bottom on the screen... one day
appeared on top of the screen! I've tried everything but
no luck. What can I do???

Right click on the toolbar and make sure 'Lock the Taskbar' is unchecked.
Now drag the taskbar to the bottom.

You get it back the same way as you put it up there (it's impossible for it
to get up there on its own). You make sure it's unlocked and you drag it
back down).

It's not a bug at all. Although by default, the taskbar is on the
bottom of the screen, it can be on any of the four sides you
prefer. To move it from one side to another, simply click on an
unused part of it and drag it there (almost certainly, doing this
by accident is how it got to the top).

If it won't move, you may have to unlock it first. Right-click on
an unused part of it, and make sure Lock the Taskbar is
unchecked.

By the way, except for locking, this is exactly the way it worked
in Windows 9X.

Right click in it and make sure 'Lock Taskbar' is not checked - if it is
click on that to uncheck. Then grab an unoccupied area of the bar with
the left mouse button and drag to any side of the screen - on release it
will snap to that side
