Yes. However the OEM version (which many people confuse with the
full version) can *not*.

But the OEM version CAN be used in a clean install......

No, you're right. But if it can't be used for an upgrade, that
leaves nothing that it can do but a clean installation.

the major difference is that you cannot join a domain in Home, otherwise for
the home user there is no visible difference.

If you're a home user, Home is very likely the one to get. The
two are actually identical in all respects, except that
Professional has a few features (mostly related to networking and
security) missing from Home. For most (but not all) home users,
these features aren't needed, would never be used, and buying
Professional instead of Home is a waste of money.

Buy Professional only if you need or want one or more of these
features.

If you need or want the features in Pro that aren't in Home, you would
obviously buy XP Pro instead. Some of those features:
- Internet Information Servers: a personal web server; good to have if
for developing websites.
- ASR: Automatic System Recovery. Not a knock-your-socks-off full system
recovery program but it's functional and is included in Pro.
- Remote Desktop: connect to your home or office computer to access its
resources
- Group policy: security control is better overall in XP Pro. XP home is
limited to "simple file sharing."
