Do you want to disable Security Center itself or just get rid of the
balloon alert? To get rid of the alert, open the Control Panel Security
Center applet and on the left, click "Change how Security Center alerts
me". You can uncheck the alerts for virus, automatic updates, and
firewall there. Is that what you wanted to do?

Not recommended, but if you must you can disable the security center
service.

If you simply want to stop the notification pop ups from the Security
Center, you can deselect the options from within the security center in
Control Panel.
