cycle bin has windows

I can see that this has been asked but no solution posted.

My recycle bin icon shows that it has "files" in it, when I browse the
folder, it appears to be empty.

If I try to empty the recycle bin I get the question asked "Are you
sure you
want to delete "Windows"?,

But can't delete.

I have browsed the "recycle bin folder" from my desktop changed the
folder
options to view all files, and still see no files present in the
folder.
