The Task bar is at the bottom of the screen between the
start button and the system tray which has the clock in it
the tools bar is at the top along with the address bar and
whatever other bars you want. I keep mine to one thin tool
bar as I like as big a screen as possible. On any of the
bars you can right click and make sure what you want is
checked or unchecked including lock taskbar or lock
toolbars. Be sure the lock option is unchecked and then
just drag and drop it to the bottom. Left click on it and
keep the button down and drag to the right or left side
and then to the bottom. It will appear to pop into these
positions as you go. It may take a couple of tries for you
to get the technique down. Good luck.
