Howdy,

By default Windows XP grants the administrator rights
while you login from safe mode.

How to enter Safe mode:

1. Restart the computer.

2. Tap F8 key repeatedly until you see the Advanced
Startup Menu.

3. In the Advanced Startup Menu, choose safe mode by
making use of arrow keys. Make sure safe mode option is
highlighted and press enter key.

** Safe mode is used for diagnostic purpose where in
minimal amount of the drivers gets loaded and for the same
reason most of the devices are not accessible in safe mode.

Once in safe mode, you can delete the desired user account
(The user account for which the passwd has been lost)
