Messy C drive will not defrag

I have run Disc clean then defrag but I hav big sections
of the drive which are still showing as fragmented.I have
been advised to run the defrag in safe mode but I don't
know how to do this.Can anyone help me please!!!!

How big are the sections? Does it seem to be the same folders every time?
It's not unusual to have some areas still fragmented after running the Disk
Defragmenter. Files that are in use cannot be addressed by this tool.

Safe mode won't usually help. Analysie the drive and view the report.=20
