After SP2 install, one user account ok, other will not access web.

Before SP-2, XP Home desktop, connected through Cisco router thru cable
modem, Expolorer / Outlook on each of three user accounts accessed internet
okay.

After SP-2 intall, only one user account (administrator / default - original
user account) works. I removed the the other two, and rebuilt one new
additional user account. Still would not access internet.

Any ideas? Thanks,
