causes everything to hang, when then uninstall IIS everything works again.
Anyone ever seen a problem like this before, can't seem to fine any related

Could you please tell us what you mean by "everything hang"? You cannot
start the computer? The computer is slow? You cannot start other
applications? IIS cannot be started?

Have you checked in Task Manager for processes that are using the CPU? Have
you installed the latest security updates?

Is it necessary to uninstall IIS, or does turning it off
in Start/Run msconfig/Service tab/uncheck IIS server/
check Selective Startup/Apply/OK do it for you?
How do you uninstall IIS? Is there an uninstall
entry in Add/Remove Programs in the Control Panel,
or do you re-install WinXP Pro from scratch?
