Is there any way to "lock" drive letter assignments so
that the addition or removal of a drive will not cause the
drive letters to reshuffle?

Hi, Steve.
Yes. That's what Disk Management is for. At the Run prompt, type:
diskmgmt.msc
Disk Management can do A LOT more than assign drive letters, though. It is
the tool that replaces FDISK and Format.exe, which we used in MS-DOS
systems. Study DM's screen and Help file for tons of useful information
about hard drives and file systems.
