windows keeps showing up in the recycle bin

When I send things to the recycle bin and I go to delete
them, the last thing always pops up "do you want to
delete windows?"

What is going on?

The index file of the Bin may be defective. Boot to the Recovery
Console and delete the contents of the RECYCLED folders on all drives
with the DEL command. Then delete the folders itself with the RD
command. Restart the computer.
