Folder properties missing security tab -Win XP Pro

When I right mouse click on a folder and select
properties and look at the top tabs the security tab is
missing. I am having problems,even as an adminsitrator
getting access to folders. Need Advice to fix this. How
do I get the security tab back so I can assign

Disable Simple Firle Sharing or boot into Safe Mode. Remember you will not
have an opition for the tab if you have your hard drive formated in FAT32.
