REQ: IExplorer and Netscape fail for a URL - why?

When I double click on
http://www.dvdrhelp.com/dvdwriters.php%3Ehttp://www.dvdrhelp.com/dvdwriters.php

I get the error:

Forbidden

You don't have permission to access You don't have permission to
access /dvdwriters.php>http://www.dvdrhelp.com/dvdwriters.php on this
server.

Anyone know why?
