I have just purchased windows xp professional, full
version 2002. It says that it is for computers without
windows or for those that have windows 95 or earlier. Can
I use it on a machine that has windows 98?

Yes, you can use the full version.
You could have saved a bunch of money by purchasing the upgrade version of
XP. It's the same as the full version.
The only difference is the $100 discount for owning an earlier version of
Windows, such as Windows 98. You can return the full version for the
Upgrade version.

As long as it is retail and not OEM full, then yes, you most certainly can.
