I would like to know if it is safe to remove all the hot
fixes I have in my programs?

"Hotfixes" are the updates you installed from the Windows Update
website. Do not be tempted to remove them or you will uninstall
the actual updates.
If you wish to safely remove the "uninstall files" for the
Hotfixes (i.e. $NtUninstallQxxxxxx$ files shown in Windows Explorer)
and cleanup your Add/Remove Programs list, visit MS-MVP Doug Knox's
excellent website for instructions.

If you do not need to uninstall the Hotfixes you can remove the
corresponding $NTUNINSTALLKBxxxxxx$ folders in the WINDOWS folder as
well as the KBxxxxxx.LOG files. The x stand for the patch number. Note
that some patches refer to "Q" instead of "KB" here.
Then double-click the corresponding uninstall entries in the Control
Panel > Software and let Windows remove the items.
