Help-SP2 prevents opening downloads

Before SP2, I could open cvs files directly without saving.
With SP2, I do not get an "open or save" choice screen.
If saved, I do not get the full data set.

Can I tweak SP2 to restore the utility of the "open or save". Please note
my Excel is v. 5.0c.

I've not noticed this problem with SP2
but if you go into 'My Computer' and click 'Tools' 'Folder Options' then
click 'File Types' and select CSV (might have to scroll down a bit) from the
list then click 'Advanced'
and make sure 'Confirm Open After Download' is selected.
