In Internet Explorer when I click on the mail button on the top Toolbar I
used to get Outlook Express. But now nothing happens when I click the button
and Read Mail.

I went into IE /Tools /Internet Options /Programs and see that the E-mail
space is blank. It used to be Outlook Express in the space. How do I get the
"Outlook Express" back into that space.

Also, in Outlook Express /Tools /Options /General: Default Message Programs
"This is NOT the default Mail handler" I click Make Default. Yet nothing
helps.

I have also tried System Restore.

Probably HAVE tried this, but since you did not specify you had..
Did you pull down the arrow to CHOOSE Outlook Express at this point?

Yes I tried the arrow but it was a blank coloured (Olive Green) space too.

Yes I tried both the arrows beside the Mail icon on the OE toolbar and the
IE E-mail blank space.

I found the solution in Outlook Express newsgroup:

Go to Start | Run and type the following:
"C:\PROGRAM FILES\OUTLOOK EXPRESS\MSIMN.EXE" /reg
(Check the path to msimn.exe to make sure that is correct)
(Copy and paste the above line, including quotes.)
Then open Internet Explorer and go to Tools | Internet Options |
Programs and set OE as the default mail (and news) program.

That solved my problem.
