Language change?

Hi

I have a relative who lives in Germany, using a Desktop
PC operating Windows ME (in German.)

They want to be able to use the computer in English.

Would upgrading to Windows XP (using an upgrade bought in
England and sent to Germany)solve this problem?

I hope some one can help me please?

No. But if you get an English version and clean install it you can get
what you want.
