System Restore has stopped creating System Checkpoints

Can anyone help. I first noticed the problem about a
month ago. Since that time, I have tried:

- disabling system restore and enabling again, which
creates the first restore point and no more

- reducing the size allocated for the system restore files

- created my own restore point and tested to see if the
system would actually restore to that point - it didn't.

So, even the restore points I create are not actual
restore points.

I have searched the knowledge database and can find no
answers.

Any and all help will be appreciated.
