I just installed a new hard drive in master position and
put my old hard drive in slave. I also installed more RAM
256M and put my old 128M in the secondary position. I
also put in a new CDRW and put it in master position and
put the old CD reader in slave position. I checked to
make sure that they all were connected correctly and had
power. It is obvious that the all have power because
their lights come on when I turn the computer on.

I turned the computer on and put a new XP Home Edition
disk (not the upgrade) in the master CD. Nothing happened
except to want to take me to the CMOS setup and bios
screen. Nothing Windows comes up.

What do you think is wrong? All of my new hardware is
compatible and I'm running a Pentium III 500MHz.

Go back to your original configuration and make your changes one at a time.
