Hi,

When I tried to install some software, I get Window
installer dialog box indicating that the windows
installer could not be accessed. Offer one of two
reasons. 1) Runing Windows in safe mode, 2) Installer
may not be properly installed.

How does one operate Windows in other modes? Any way to
reinstall Windows installer without reinstalling XP?

You can access Safe Mode by booting the system and tapping F8 until you see
a menu. Then select "Safe Mode" and hit enter.

If these are older applications they may not be compatible with XP. Have
you checked with the manufacturers for compatibility and updates with regard
to these applications?
