Have noted instructions for turning XP SP2 Firewall off when other firewall
is preferred.
Does the same apply to the Pop-up Blocker? If yes, how/where?

Open Internet Explorer.
Click Tools
Click "Pop-up Blocker"
Follow prompts from there.
