Installing GPMC on XP SP2

When I try to install the GPMC to my XP Workstation, the installation goes
almost to the end, the I get this error (An error occurred durng the
installation of assembly 'Microsoft.MSXML2,processorArchitecture="x86"... )
then it reverses and uninstalls the GPMC. Any suggestions?

BTW: Can you suggest a GOOD beginner's Group Policy book to get me started?
