welcome screen won't display

Hi,
I just finished the prodcedure below and everything "seems" to be working
fine again except I cannot get the welcome screen to come up. It just shows
the logon box where the individual users have to enter their name (there are
4 users). I'm dealing with children so I need to have the welcome screen
show. In Users, the "show welcome" screen is checked. I unchecked it,
restarted, rechecked it, restarted but still no luck. Any other suggestions
