Mobo is Asus NRL-LS533 PCI 2.2. I install a NIC. The DOS utility
checks the NIC and reports it is good. The OS loads the NIC drivers.

However there is no power to the NIC LEDS (except for a flash when the
box is powered on) and thus no communication.

Why is there no power to the LEDS?

With only this information, who can tell? We need more details on how this
computer is connected your network and how your network is physically set
up.
