Internet won't connect but connectivity is fine

Howdy
Here is the problem i am having trouble with my internet access. I
have road runner and i recently left for the week my comp. was working
fine then when get back internet doesn't work and the ip wouldn't
renew finally i fixed it and i got and ip address. Now i can't surf
b/c ie or my web browser won't work. i went through internet options
and set up a connection but since it is raod runner it should already
be connected and pick up on the address but it doesn't. I can ping
fine and everything is working except my browser or something else. So
if anybody can help it would be great thanks
