More likely not on (Display - Appearance - Effects; set as method for
'Smooth edges of Screen fonts'

Or the resolution of the screen has been changed from being the native
one of the screen; this is important on LCD screens - most laptops use
1024x768

How can I turn "Clear Type" off? Where it is located?

quoted from Windows "help"

To use ClearType for screen fonts
Open Display in Control Panel.
On the Appearance tab, click Effects.
In the Effects dialog box, select the Use the following method to smooth
edges of screen fonts check box.
Click ClearType in the list.

Thanks everybody. Now I got it resolved. Here is what I did:
Control panel > Display > Appearance > Effects > Uncheck the box Use the
following method to smooth edges of screen fonts check box.
