After installing sp2, computer no longer wants to boot

[Nights]

I reformated my computer using low level format, I installed win xp, Then
installed drivers. I then installed sp1 and then installed more drivers. Now
after i install sp2 using the cd the computer restarts and no longer boots
into windows.
The computer currently boots up shows windows Xp loading screen for 2
seconds then restarts.
I would like to do two things.
1. Restore windows back to sp1.
2. Know why sp2 isnt working.
