reinstalled windows xp with sp2 can't access locked files

i've looked through some of the other posts but this link
http://support.microsoft.com/?kbid=308421 doesn't work for me 'cause there is
no one to select in the name list. it is empty.

please help.

Please post back with more details about your problem, your system, and
what you mean by "no one to select". If you have reinstalled Windows
and are able to log in at all, you are logging in to some account. Make
sure that account has administrative privileges and take ownership of
the files you are presumably trying to access. Are you saying that
even the "Administrator" name doesn't appear? What version of XP are
you running?

Help us to help you by remembering that since we can't see your computer
from here you have to provide clear, full descriptions.
