using windows xp sp2, and it's begun hanging up halfway through bootup,
normally about halfway through loading the desktop icons. It also does this
if I log off one user and attempt to log on another. Does this about 7 our of
10 times, but other times it boots normally.

We'll need to pin down where the issue is occuring.

You say it occurs at log on. When it hangs, can you move the mouse? Does the
keyboard work? Does Ctrl-Alt-Del work? Does the screen go blank? You say it
occurs when you switch from user A to user B; how about when you switch from
user B to user A?

For Lock ups: it usually is an issue with the system services
(smss/csrss/lsass/winlogon/rpcss).

If Ctrl-Alt-Del works: it's almost definitely a shell problem (explorer).

If the mouse is responsive but the keyboard isn't, then there may be a high
priority process hogging your system.

Have you scanned for Malware/Spyware/Viruses?
