After 2 days of fighting this error in Windows Messenger 5.0, i found
out that the URLScan file was blocking all attempts of subscribe,
notify, unsubscribe, et.al verbs. If you have installed the IIS
Lockdown tool, you may want to check the URLScan log file and see if
the attempts are being blocked. If they are, the easiest way to fix
the problem is to open the URLScan configuration file located in the
%systemroot%\winnt\system32\inetsrv\URLScan folder and change the
UseAllowVerbs option to zero AND make sure the DenyVerbs section of
the file has no parameters. Hope this helps.
