Sign-up for Alerts via Webpage

How can I allow visitors to a web site, sign-up to
receive alerts from the site. Also, how do I go about
sending the alerts to those who have signed up?

If you mean .NET Alerts, you'll first need to have a .NET Alerts license (among other
