Outlook Express incoming email

Please tell me why I'm not receiving pictures sent with
my email messages. In the other two computers I had, I
never had this problem. I went to Security and enabled
download of attachments, but that didn't solve the
problem. The pictures I'm talking about are part of the
text itself in the body of the email message. It's
frustrating to receive email messages from my friends and
not understand what the message is about - without the
pictures it came with. Thank you for your help.
