What is the easiest way to create a Win XP Pro SP2 slipstreamed CD and
can this be done on a non-XP system? I have a CD burner and Nero 5 in my
Win2K box but not in my XP Pro box.

Easiest is an opinion thing. Many people are going to point you to the few
applications that have popped up to do all the work for you. Others (like
me) will just have you use Google and pick the one that makes the most sense
to you.
Personally, I like doing it manually. Copy the CD to my hard drive,
download the service pack, issue the correct command, use something like
Bart's Boot Image Extractor to pull the XP CD's boot image from it, use Nero
(5, 6) or Roxio or make an ISO using CDIMAGE and burn it to CD.
Doing it that way I can also use the tips/tricks found here:
http://unattended.msfn.org/
To really customize the CD and have a more functional installation when I am
done.

You don't have to be in XP, so long as you have access to the SP2 files in
2K. Google for and download Autostreamer, which is the easiest way I've
found to slipstream SP2.

I've used WinISO to do this. Is't really easy.
* Make an iso-image of your WinXP cd (original or SP1) in WinISO
* Extract all files from the image to C:\XP
* Delete all files from iso-image in WinISO
* Download SP2
* Extract SP2 to C:\XP-SP2 (WindowsXP-KB835935-SP2-ENU.exe -x)
* Applys SP2 to i386-folder (C:\XP-SP2\i386\Update\Update.exe -S:C:\XP)
* Add all files from C:\XP folder to the iso-image in WinISO
* Burn with your favourite iso-capable CD-burner program
Can it be easier ?
No need to extract or download bootimage and change boot parameters of
your burning program. Just extract, update and burn.

I use AutoStreamer. Allows you to integrate any service pack.
