The internet appears connected (dialup connected) but effectively not, can't
retrieve emails or surf the web etc... things works if SP2 uninstalled and
back to the same problem on re-installation.
Any help appreciated.

the netsh command in SP2 can rebuild the Winsock catalog. Open the command
prompt and type:
netsh winsock reset catalog
then press ENTER.
