Reintsall SP2 or IE 6

I need to reintsall either SP2 or IE6 to fix a problem in Outlook Express. I
get an error 0x800CCC19 (Timeout) on sending email. The recommended solution
from Microsoft is to reinstall IE. However, I have been unable to download
SP2 to reinstall it. I can't find a current version of IE to download. Short
of reinstalling windows XP, does anyone have any ideas?

Thanks for the suggestion. I reinstalled XP Service Pack 2 with no change in
the problem. I can receive but not send. Any ideas?
