To get this specific patch (assuming you're positive this is the problem), you'll need to
click on the link shown in the article to visit, then click "Phone Numbers, Support Options
and Pricing" or "Submit a Request for Online Help" and go through the pages to phone or
submit the problem a Microsoft support engineer who will give you a link the patch.

However, could you explain your exact problem in more detail (since the page says 1 in 200
times, it may not be the solution to your problem).
