I have a number of test machines that are licensed with the retail version
of XP and have SP2 now installed. I have know purchased a subscription to
MSDN with volume licensing for XP Pro. I want to change the licensing on my
test machines over to the new volume license so I can move the retail
versions of XP I own to a different department. I need to do this without
reinstall the OS in the existing machines.

Any ideas on how to do this? I found VBS code to change from on volume
license to another volume license but it does not work when going from a
retail license with SP2 to a volume license.

I think your only option is a Repair Installation with the MSDN CD and key:

Perform a repair (a.k.a. in-place upgrade) installation, using the new
Volume-Licensed CD and Product Key.
