Does XP have a program that does this? (wanting to burn a
CD copy)

No. XP's built in burning capabilities are quite limited and do not include
CD->CD copy with out third party software.
This is a free add-on that will allow you to create an image of the original
CD first and then burn that image to CD. It will not copy audio CDs

Or you can give CD Extreme or CD Burner XP. Both are free and have links

In checking the help on WMP 9, you can do this in a two step process. Copy
from the CD to the hard drive and then copy from the hard drive back to
another CD. Recommend turn off copy protection check box during the reading
of the CD.

Isn't that only for audio CDs? I'm trying to copy a VCD
that I burned.

No - only by copying files to hard disk and then making a new disk from
them. You need a third party program. One of the complete third party
suites like Nero or Easy CD Creator, or it can be done with
http://isorecorder.alexfeinman.com/isorecorder.htm
creating an image on hard disk, then burning from that=20
